Phonsavan, meaning “hills of paradise,” was established in the 1970s to replace the former provincial capital, Xieng Khouang, which was heavily bombed during the Second Indochina War. During the 1960s and 70s, Phonsavan and its surrounding areas became one of the most heavily bombed regions in the world.
